Stellantis No Longer Allocating New Gas-Only Variants to Dealers in 14 States: Report

According to an Automotive News report (subscription required) released today, Stellantis — the parent company of Alfa Romeo, Chrysler, Dodge, Fiat, Jeep, Maserati and Ram — is no longer allocating new gas-only versions of vehicles that have electrified variants to dealerships in any of the 14 U.S. states currently following the rules of the California Air Resources Board regarding vehicle emissions. Those new plug-in hybrid versions, meanwhile, are not being sent to dealers in non-CARB states. Buyers may need to order their desired vehicle, travel out of state to purchase one or wait for their local dealership to trade one vehicle type for the other with another dealership.

The 14 states currently following the CARB rules are California (obviously), Colorado, Connecticut, Delaware, Maine, Maryland, Massachusetts, New Jersey, New York, Oregon, Pennsylvania, Rhode Island, Vermont and Washington. Minnesota, Nevada, New Mexico and Virginia all plan to follow the rules in the future, too.

According to the report, Stellantis is not part of the agreement CARB reached with five automakers — BMW, Ford, Honda, Volvo and Volkswagen — that allows the rules regarding the sale of gas vehicles to apply to national averages. Instead, Stellantis must meet those standards in CARB states. The rules require that zero-emission and plug-in hybrid vehicles be 35% of sales for the 2026 model year, 68% for 2030 and 100% for 2035.

Stellantis’ own plan for electrification calls for 50% of all sales by 2030 to be all-electric vehicles, but the current response to the CARB rules may leave consumers with limited choices, a wait for their desired vehicle to arrive on special order or perhaps a longer trek to a dealership in a non-CARB state. On the flip side, shoppers who live in non-CARB states and want a PHEV may face similar challenges finding dealer inventory of their desired vehicle.

Jeep currently offers 4xe PHEV versions of the Wrangler and Grand Cherokee, Alfa Romeo has the new Tonale PHEV SUV, Dodge has a PHEV version of the new Hornet SUV, Chrysler sells a PHEV Pacifica minivan and … that’s about it at the moment. Most Stellantis brands have shown either concept or future production vehicles that will meet the standards, but they are not currently on sale. The rules also don’t currently apply to heavy-duty trucks.

In a statement shared with Cars.com, Stellantis said, “The communication to our dealers simply acknowledges the reality that we may need to adjust vehicle allocations among the California and Federal states to ensure that Stellantis complies with different standards in the California states. We will continue to support our dealer network as they work to meet the needs of our consumers during this time, and we will continue to seek a level playing field for our company and our dealers. The ultimate solution rests with a program that allows compliance based on sales in all 50 states.”
