MSNBC is reporting that gas prices have dropped an average of 7.1 % across the country during the last month. The decline has been seen in all but two states. Where is it the cheapest? Five out of the 10 states listed below are located on the Gulf Coast, where a large amount of crude oil is processed. Other states credit low fuel taxes for their cheap gas.

5. Louisiana Regular gas price per gallon: $3.16 Tax per gallon: 20 cents (tied for 12th lowest) Number of oil refineries: 18
